Expanding Horizons Through Education

Basketball courts and waiting sheds. Those are few of the most common projects a congressman initiates during his term, with his P70M pork barrel. But one man proves us otherwise. He has set the standards for a true, leading representative of the people, and an advocator of education and learning for those treat it as luxury through meaningful public service programs.
LP member Jorge 'Bolet' Banal, incumbent congressman of District III of Quezon City (which includes Blue Ridge, Libis, Loyola Heights, Balara, White Plains and several other barangays), has always been passionate about education. He believes that good education is an opportunity and great leaders are produced through adequate learning. This has pushed him to initiate programs geared towards learning and education, like the "Araw ng Pagbasa" and "Ilove2read", which aim to raise the reading and comprehension standards of public school students for them to be as competitive as with students from private schools. Together with this, he also conceptualized the "Feed The Mind" program, which involves community volunteers engaged in activities like nutrition programs, feeding, and also reading in the urban poor communities of District III.
His promotion of love for reading and learning among the youth as a public service does not end there. Banal also launched the Summer English Reinforcement Classes (SERC) Program in 4 public schools within the district which aims to enhance the public school students' comprehension of the English language. This DepEd-approved program, available during the summer, includes activities like singing, spelling, writing and reading. Entrance and learning materials are free to those who are eager to participate in the activity.
Banal, who was awarded one of the Top Ten Outstanding Councilors of the Philippines in 2007, is widely known to be a very hands-on representative. He himself teaches the kids in Balara Elementary School during his frequent visits, and reads to these elementary and high school students his own story books. Moreover, since June 2005, almost 200,000 bags and backpacks have been distributed to students in District III of Quezon City. The program "Bitbit Ko Ang Pag-asa" distributes school supplies to children for them to get the best education possible, and encourage them to do their best in school.
Aside from public service geared towards education, Banal is also known for the “Participation, Accountability and Transparency (PAT) Ordinance”, which promotes and increases the role of the citizens and the Civil society in the governance of the city, particularly in Quezon City. This ordinance aims to reach a totally people-centered local government.
He also pushed for the “Sustainable Groundwater Utilization Ordinance” so as to prevent the sinking of the metropolis because underground water is drastically. The “Libreng Sine Para Sa Senior Citizens” resolution passed by Banal requires all cinema operators in Quezon City to offer cinema tickets to senior citizens for free on the first screening of any movie shown in their theaters.
