A WAY TO A BETTER EDUCATION

It has been said that the more and better educated the people, the greater the chances of economic development.
The economic development of a nation is a function of the quality of its education as explained in the Human Capital Theory.
Last July 2009, Former President Arroyo signed three laws based on Cong. Rex Gatchalian's bills that converted three annexes of the Valenzuela National High School (VNHS) into national high schools, including Arkong Bato, Bignay, and Punturin.
As extensions or annex schools of VNHS, full control and budgetary requirements of the school came from the national fund allotted for VNHS.
Valenzuela 1st District Rep. Rex Gatchalian pushed for the conversion of the annex schools under VNHS into national high schools to acquire its own independent allotment from the national fund and further develop and enhance educational facilities and instruction.
The Arkong Bato annex is among the first high school extensions of existing public secondary school institutions that were converted to national high school status by virtue of Republic Act 9669.
According to an interview with Punong Brgy.Councilor Alvin Feliciano he recalled that it was almost impossible then for a small barangay like Arkong Bato to have its own high school. But Mayor Win Gatchalian made it possible by providing a school building. And eventually, Cong. Rex Gatchalian even converted it into a national high school through his legislative efforts.
After the Arkong Bato annex was separated from the Valenzuela National High School as an independent institution, VNHS's Barangay Bignay annex has also been granted full autonomy as a separate national high school by virtue of Republic Act 9660, which Former President Arroyo signed into law last year.
Bignay Annex was established in 2004. It was envisioned to be an Integrated School as stated in RA 9155 to be headed by Mr. Lita, but Dr. Aquilina Rivas, who was then DepEd Schools Division Superintendent, decided that the Bignay school served as an annex of VNHS instead, under its Principal Dr. Margarito Materum, until such time that Bignay Annex becomes a complete secondary school.
Bignay Punong Brgy. Mary Ann Victoriano said that through the years, the city government don't fail to bring programs and projects to our barangay despite it being one of the remotest barangays in the entire Valenzuela City.Mayor Win bought us a new site for our high school and Cong. Rex converted it into a National High School," she said.
Punturin Annex of the Valenzuela National High School,on the other hand, was turned into an independent national high school by virtue of RA 9659.
Cong. Rex said that Punturin Annex shall be known as Vicente P. Trinidad National High School, in honor of the late Punong Barangay Vicente Trinidad, who worked for the establishment of the Punturin Annex.
The school located in Barangay Marulas, has more than 1,000 enrolled students. The high school's Principal Mr. Filmore Caballero vowed to fulfil Punong Brgy.Trinidad's dream of improved academic performance of Punturin students for them to be able to lead a better life. "Hanguin natin sa kamangmangan ang mamamayan upang tuluyan nating maigupo ang kahirapan (Let's redeem ourselves from ignorance and emerge from poverty)," he recalled PB Trinidad saying.
Presently, Cong.Gatchalian is pushing for the conversion of VNHS- Canumay East Annex into another independent national high school to be called Canumay East National High School.
“Education is the backbone of society. We are the society. Therefore, we must do our part to uplift the education system” said Valenzuela City’s Mayor Win Gatchalian in his state of education address held at Valenzuela City Center for performing Arts Theatre last 2008.
Rapidly increasing student population was cited as the number one challenge the Valenzuela City education system is facing today. "But increasing number of student population means needing more classrooms and more teachers to achieve a better quality education. More classrooms and more teachers mean more cost. And cost is equal to funds," Mayor WIN said.
Cong. REX authored three bills, now signed into laws by Former President Arroyo, converting three annexes of the Valenzuela National High School (VNHS) into independent National High Schools wherein their annual budget are now taken from the National Government's General Appropriations.
“My brother (Cong.Rex) and I are working together on molding Valenzuelanos into becoming future leaders and key players in progress and nation-building," Mayor WIN said in a statement.
