Fresh in Congress

Marikina Second District Rep. Atty. Romero “Miro” Quimbo may be a freshman congressman but he’s no stranger to public service.
The new congressman of Marikina vows to continue his crusade toward a better housing program for the people, epitomizing his election battle cry “Palupa at Pabahay, itinataguyod”.
In his early stint in the congress, he was able to work on 11 co-authored bills and five sponsored House resolutions.
Prominent among these bills is House Bill 01337, an act providing for the settlement, aid, and rehabilitation services for homeless citizens affected by demolition of residences along danger areas and those affected by infrastructure projects in Metro Manila.
Though still pending in the 15th congress, it is prospected that the bill will be an implementing law regarding the housing resettlement of underprivileged individuals who are living in dangerous areas and on government land.
This bill, if passed, will be a great help in the program of Marikina for the resettlement of residents near the river banks and those affected by the flash floods during the onslaught of Ondoy.
'Mr. Pag-IBIG'
Prior to his current position as a legislator, he was appointed by Former President Gloria Arroyo as the Pag-IBIG fund president and CEO from February 2002 to March 2009.
In his work in the company, he saw the immediate need for better housing laws and programs for the citizens of the country.
During his term in the corporation, housing loan processing became even quicker and more effective through the adoption of the Other Working Group (OWG) program.
Moreover, in his time as president of the company, Republic Act 9679 or the Pag-IBIG fund law was passed. It provides for compulsory membership administering professionalism in the company.
Due to this, the company received multiple awards from the Civil Service Commission as the best company when it comes to faster and effective services.
“I think that in accomplishing what we have with the Pag-IBIG Fund, we have proven that government can and does work.” he said in a speech.
Issues and Scams
One of the biggest allegation thrown at Rep. Romero Quimbo is his alleged participation in the Globe Asiatique scam.
The issue sprang out when the Home Development Mutual Fund filed charges against Delfin Lee, the owner of Globe Asiatique Realty Holdings Corp. for alleged taking out of loans for their “ghost clients”.
Rep. Quimbo was quick to say that records and documents will show that he is innocent and was not involved in the scam.
Reports also said that OWG, which was first adopted in the term of Mr. Quimbo in Pag-IBIG, was allegedly used as “express lane” allowing Globe Asiatique to garner easy loans for its Xevera housing projects in Mabalacat, Pampanga.
However, Mr. Quimbo denied it saying that on the contrary, the OWG program offered stricter guidelines for loan processing to protect the interest of the fund.
Amidst all allegations, Marikina Rep. Romero Quimbo still works hard for the benefit of his constituents.
The Real Public Servant
Deducing from his initial legislations and his works in the Pag-IBIG fund, he gears towards housing liberalization programs.
Graced with many awards and citations, we hope that Marikina Rep. Romero Quimbo's crusade towards the benefit of the people will not be behind these adornments, rather, real implementation and solutions for the society's problems should be seen and felt. For only then we can say that, truly, he's no stranger to public service.
